RESUMO
Os planos municipais de saúde correspondem ao conjunto das propostas de ações do governo municipal na busca de soluções dos problemas de saúde de sua comunidade. O trabalho teve como objetivo a análise da Odontologia na rede Pública de serviços de Saúde dos Municípios que compõem a Gerência Regional de Saúde de Uberlândia-MG, segundo seus planos municipais de saúde (PMS), bem como verificar a coerência existente entre estes registros com os existentes no DATASUS, Cadastro Nacional de Estabelecimentos de Saúde (CNES) e Sistema de Informações sobre Orçamento Público em Saúde (SIOPS)" (DATASUS/SCNES/SIOPS). Para tal procedeu-se a leitura dos PMS com a finalidade de identificar os assuntos que caracterizam a situação da odontologia nos 11 municípios, como: recursos humanos, capacidade instalada, tipos de clientelas assistidas, atividades educativas, utilização de fluoretos, dados epidemiológicos, equipe de saúde bucal no Programa de Saúde da Família (PSF), recursos financeiros, bem como sistema de referência e contra-referência. Estes foram comparados com os existentes no DATASUS/CNES/SIOPS. Dos 11 PMS analisados nenhum aborda a totalidade dos assuntos estudados e referidos anteriormente, oito (72,72%) mencionam dados referentes a recursos humanos, os quais diferem dos relatados no DATASUS, assim como os referentes às atividades educativas (50,54%) bem como a utilização de fluoretos (27,27%) na prevenção de cáries dentárias.Concluiu-se que os dados pertinentes à odontologia nos PMS encontram-se de forma dispersa, o que dificulta a análise e execução de suas ações. Geralmente não são mencionadas as ações executados no dia-a-dia, porém estas se encontram registradas na base de dados (DATASUS/CNES/SIOPS).
The municipal health plans correspond to all the proposed actions of the municipal government in finding solutions to health problems in their community. The purpose of this study was to analyze the network of Dental Public Health services of the municipalities participating in the Regional Health Management Uberlândia-MG, in their municipal health plans (PMS) and to check the consistency between these records with the existing DATASUS National Register of Health Facilities (CNES) and Information System on Public Health Budget (SIOPS) "(DATASUS / SCNES / SIOPS). The PMSs were reading in order to identify the issues that characterize the state of dentistry in 11 municipalities, such as: human resources, capacity, types of clients assisted, educational activities, use of fluorides, epidemiological data, team oral health in the Family Health Program (FHP), financial resources, as well as the reference system and crossreference. These were compared with those in the DATASUS / CNES / SIOPS. None of the 11 PMSs analyzed addresses all the subjects studied and reported previously, eight (72.72%) cite data from human resources, which differ from those reported in DATASUS, as well as those relating to educational activities (50.54%) and the use of fluoride (27.27%) in caries prevention . In conclusion, the data relevant to dentistry in PMS are so dispersed, which complicates the analysis and execution of their actions. The actions performed daily are not mentioned usually, but they are recorded in database (DATASUS / CNES / SIOPS).
